A leading Chinese offshore software developer and an IT service provider, VanceInfo Technologies Inc., plans to offer 7.65 million ADSs at a range of $7.5 to $9.5. Of the 7.65 million ADSs, 1.35 million ADSs are being offered by insiders. Citi and Merrill Lynch are the joint lead managers on the deal.
