Plains Exploration and Production, a spinoff of Plains Resources' oil and gas exploration business in CA, withdrew its IPO at the last minute Monday night due to unfavorable market conditions. The Houston, TX based company had planned to offer 5 million shares at a range of $12-$14. Goldman Sachs was the lead manager.
